First There Was Frost
It started with frozen salmon and a thin film of water on the wrap. I almost ignored it.
I'm the facilities coordinator at a cold-chain distribution center in Tacoma, Washington. For six years, I've managed the facility systems behind frozen cold chain shipping, and I've personally made and documented four expensive mistakes that cost roughly $18,000 in wasted budget. The one I'm about to describe is the reason our maintenance checklist exists.
We were packing a cold chain seafood order: 1,400 boxes of sockeye salmon for a retail frozen cold chain shipping program. Product came out of our holding freezer at -15°F. The packing room was supposed to stay at 45°F or below. The room was served by an air-cooled liquid chiller that I could point to, but not honestly explain.
At 10 a.m., I noticed the discharge air from the cooling unit felt warm. The room temperature read 58°F. I told myself it was probably a bad sensor. The quality manager didn't argue. She put a temperature probe on a salmon box and waited.
By 1 p.m., the line air hit 60°F. Condensation started forming on frozen fillets as warm air hit the cold surface. Frost appeared along the edge of shipping boxes. The quality manager stopped the line and said we can't ship it.
We didn't. Direct product loss was about $8,600. That number covered only the seafood. Add packaging, gel packs, labor, and canceled freight, and it was closer to $10,400. The client didn't leave us, but the trust got thinner. I'm still making up for it.
What Is a Chiller, Really?
That afternoon, I called a refrigeration contractor. I didn't ask him to fix the room. I asked him to teach me: what is a chiller? I had worked next to one for two years and still couldn't explain why it had failed.
His explanation changed the way I see every cold machine. A chiller isn't a refrigerator that blows direct cold air. It's a heat-transfer system. According to the U.S. Department of Energy (energy.gov), chillers use a vapor-compression or absorption cycle to remove heat from a liquid. In our building, that liquid is a glycol loop. The chilled glycol goes to an indoor cooling coil. A fan blows air across the coil, and that discharged air is what cools the room.
The coil works like a radiator in reverse. In the office wing, we had just installed louvered radiator covers over old baseboard radiators. Radiator covers only work if air can flow past the radiator. If the slots are blocked, the radiator gets hot but the room doesn't. A chiller's coil is the same concept. It needs clean, constant airflow. We were starving it.
The contractor removed the return-air filter and held it up to the light. It was a 16x20x1 air filter, pleated, MERV 8, changed in May. The date was mid-September. It looked okay from the front. The back told a different story, with dust packed so tightly that the pleats were deformed.
That standard 16x20x1 air filter is what feeds air to the coil. With the filter clogged, less air moved across the cooling coil. The coil temperature dropped until frost started bridging the fins. A layer of ice on the coil is a strange kind of insulation. The chiller ran and ran, but colder glycol couldn't help because the coil had no airflow to work with. No alarm sounded because the machine wasn't broken. It was suffocating.
We had a clean filter in the stockroom. A 16x20x1 air filter costs about $12 at commercial prices. That is the part that still bothers me.
Frozen Cold Chain Shipping Isn't a Temperature Setting
Before this incident, I thought frozen cold chain shipping was about hitting a number. Keep the product at 0°F or below and the rest takes care of itself. That's not true in a practical warehouse.
I've read the USDA's Freezing and Food Safety fact sheet (fsis.usda.gov). It says food stored at 0°F is safe indefinitely. Safe, yes. Saleable is another question. In cold chain seafood, surface quality matters just as much as core temperature. When a frozen fillet sits in warm air for a few minutes, the surface warms first. Moisture condenses on it. Later, that moisture becomes frost or ice crystals in the package.
People assume a temperature monitoring system would have caught this. The monitoring was reporting the real room temperature the whole time. It caught the result, not the cause. The cause was airflow, and airflow failed because of a filter no one wanted to change.
Quality Is Your Brand
I didn't expect a lesson about branding inside a fish warehouse. But I learned one. In B2B, the customer's first impression is the product's condition when it arrives. Frost on frozen seafood doesn't just look bad. It tells the customer the cold chain broke somewhere, even if the product is technically safe.
The company name on that salmon box was not our name. But the physical package was our work. When a customer rejects a cold chain seafood load, they don't ask about the chiller. They see the brand they trusted losing its quality. That is a brand injury on both labels.
Since then, I've changed my definition of quality. It's not the absence of defects. It's the condition of the product at the moment the customer sees it. In frozen cold chain shipping, that moment happens long after we close the box.
The Checklist Now
The loss in September 2022 produced a physical checklist. Every chiller now has a tag on its control panel listing the filter size and the last replacement date. For the failed unit, the tag reads: 16x20x1 air filter, MERV 8, quarterly. We also check pressure drop after high-dust weeks, because summers in the Pacific Northwest bring smoke and port dust into everything.
We paid more attention to airflow hardware, including those louvered radiator covers. They look simple. But radiator covers become a problem when you let them block the exact surface that's supposed to transfer heat. Same with a dirty coil. Same with a cheap air filter.
Here's my advice if you run a cold-chain operation: don't ask what is a chiller after you need it. Ask now. Find the filter that feeds it, verify the airflow, and treat that boring 16x20x1 air filter as the critical component it is. You can pay $12 now, or you can pay thousands later. I learned that the expensive way so you can learn the cheap way.
